A top-notch company is looking for a critical role for one of their key chemical manufacturing plant. This role will ensure the plant complies with all federal, state, and local environmental regulations. You will lead the air quality compliance program, working closely with operations and management to identify risks, implement corrective actions, and obtain necessary authorizations.



  • Lead Air Quality Compliance: Oversee Title V, NSPS, MACT, EI, and NSR programs. Interpret regulations, identify solutions, and prepare/ensure accuracy of reports.
  • Monitor Compliance: Monitor all environmental programs, advise management of risks, conduct root cause analysis, and implement corrective actions.
  • Permitting: Prepare renewal/PBR applications, review draft permits, and manage external vendors/consultants for permit-related activities.
  • Inspections & Audits: Lead air-related regulatory inspections and third-party audits. Manage recordkeeping, communication with regulatory personnel, and act as an environmental expert during interviews.
  • Support Operations: Review process changes for environmental impact, serve as a resource during MOCs, PSSRs, and incident investigations.
  • Emergency Response: Conduct emergency reporting as required, participate in on-call rotation, and assist with monthly/annual sustainability reporting.

  • Bachelor’s degree in Engineering or related technical field.
  • 5+ years of experience managing and auditing environmental compliance programs.
  • 5+ years of experience at a chemical manufacturing facility preferred.

Specific Skills & Knowledge:

  • Thorough knowledge of relevant air rules, permits, and regulations (e.g., CAA, NSPS, MACT, SARA 313, NSR, RCRA).
  • Proficiency with internet, email, and Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook).
  • Demonstrated success applying compliance requirements of regulatory codes and environmental permits.
  • Experience assessing compliance systems, identifying improvement areas, and managing corrective actions.
  • Experience developing and obtaining air authorizations (PBRs and NSR permits) within the relevant region.
  • Experience developing environmental reports to governmental agencies (EI, Title V Deviation, etc.).
  • Experience overseeing compliance testing & monitoring, including plan development for various tests.
  • High proficiency with corporate management systems (e.g., Aspen Process Explorer, Visium KMS, ENVision, Cority, RegAction).
  • General knowledge of PSM/RMP standards.
  • Strong knowledge of regulatory reporting systems (e.g., STEERS, CDX, National Response Center).
  • Ability to negotiate with regulatory agencies for positive outcomes.
  • Excellent planning, delegation, and organizational skills.
  • Ability to function effectively in a multi-disciplinary, cross-functional environment.
  • Strong interpersonal and communication skills to interact with all levels of the organization.

Certificates & Licenses:

  • Professional Engineer (PE) or relevant certification preferred but not required.
